Statement by H.E. Mr. Néstor Osorio at the ECOSOC Meeting on International Tax Cooperation

Ambassador Nestor Osorio, in his capacity as Chairman of the Economic and Social Council (ECOSOC), chaired the ECOSOC Special Meeting on International Cooperation in Tax Matters, which took place at the United Nations Headquarters in New York. The meeting was attended by the Committee of Experts on International Cooperation in Tax Matters, representatives of national tax authorities, representatives of international and regional organizations dealing with international cooperation in tax matters, and members of academic institutions, civil society and private sector. During his speech, Ambassador Osorio made reference to some of the major contributions of the Committee as the review of the Convention of the United Nations Model Double Taxation between Developed and Developing Countries, highlighting the important role played by UN international cooperation in tax matters. During the meeting, was also launched the Practical Manual of the United Nations on Transfer Pricing for Developing Countries, which seeks to explain the principle of "market prices" for developing countries and their practical application in line with its priorities and circumstances. Ambassador Osorio mentioned that the effective mobilization of domestic resources to key sectors for sustainable development require modern tax systems, a more efficient tax collection, and an effective measures to combat tax evasion, and in that regard highlighted the role of international cooperation in tax matters as part of the funding strategy for sustainable development.»

Ambassador Osorio Participates in the VI Astana Economic Forum and World Anti-Crisis Conference

Ambassador Nestor Osorio, in his capacity as Chairman of the Economic and Social Council (ECOSOC), participated in the VI Astana Economic Forum and World Anti-Crisis Conference which took place from 22 to 24 May in Astana, Kazakhstan. The Forum was attended by prominent political leaders, Nobel laureates, international experts, representatives of the private sector and the media, to discuss the current problems of the international financial system and possible measures to achieve rapid recovery from the economic and financial crisis. Ambassador Osorio spoke at the opening ceremony and at the IV Roundtable Conference, which adopted the Astana Declaration. During his speeches, Ambassador Osorio said that the current global economic governance structures is not working properly and therefore could not prevent another crisis. He mentioned the need for more transparency and regulation of international financial system through better risk management, prudential supervision and strengthening international cooperation in this regard. Likewise, Ambassador Osorio said that the present challenges require strong and concerted policy responses at national and international levels to mitigate the main risks and ensure a stronger economic recovery and sustained in the context of a more responsible, integrated and coherent global economic governance.»

Co-facilitators present report on the review process of the implementation of Resolution 61/16 on the strengthening of ECOSOC

The President of the Economic and Social Council (ECOSOC), Ambassador Nestor Osorio, participated in the presentation of the report of the co-facilitators of the ongoing review of the implementation of Resolution 61/16 of the United Nations General Assembly, concerning the strengthening of ECOSOC. The meeting was chaired by the Permanent Representative of Belgium, Ambassador Benedicte Frankinet and the Permanent Representative of Guyana, Ambassador George Talbot. During his speech, Ambassador Osorio reiterated the important role of ECOSOC as a space for convening the broad development agenda of the United Nations, the integration of the three dimensions of sustainable development, preparations for the development agenda post-2015 and effective implementation and monitoring of the outcomes agreed at the major conferences and summits of the United Nations. However, Ambassador Osorio call the attention to the need for a comprehensive transformation to improve the working methods of the Council and interactions with other organs of the United Nations and its subsidiary bodies, producing higher added value andimprove the coherence and coordination within system. »

Draft Speech for ECOSOC President, H.E. Néstor Osorio at the Twelfth Session of the UN Permanent Forum on Indigenous Issues

Ambassador Néstor Osorio participated in the opening ceremony of the Twelfth Session of the UN Permanent Forum on Indigenous Issues held in New York from May 20 to 31. In his statement Ambassador Osorio reminded the theme of the Council´s Annual Ministerial Review: Science, Technology and Innovation, and Culture for sustainable development, recalling the need to increase emphasis on indigenous peoples who have a wealth of knowledge, technology, and own experience and know how they contribute to Science, Technology and Innovation. "A great deal of indigenous traditional knowledge has been undermined and overlooked over the centuries", he said. »

Ambassador Nestor Osorio, in his capacity as Chairman of the Economic and Social Council (ECOSOC), chaired a meeting on "the United Nations and global economic governance," which was held at the Headquarters of the United Nations in New York. The meeting was attended by the Permanent Representative of Pakistan and Vice President of ECOSOC, Ambassador Masood Khan, Permanent Representative of Algeria, Ambassador Mourad Benmehidi, the Head of Delegation of the European Union, Ambassador Thomas Mayr-Harting, and the President of Committee for Development Policy United Nations, Mr. Jose Antonio Ocampo. During his speech, Ambassador Osorio recognized the importance of a more accountable, inclusive and consistent system of global economic governance to allow start strong and coordinated policy responses worldwide to address the most pressing issues worldwide. Similarly, Ambassador Osorio referred to the central role of the UN in global economic governance given its multilateral forum with unquestioned legitimacy, and in this regard stated that strengthening the role and effectiveness of the United Nations shall an important contribution towards the establishment of a more coherent and coordinated framework for a more consistent and effective internationally policy. »

"Building Public-Private Partnerships for Education through Science, Technology and Innovation", ECOSOC Civil Society Forum.

Ambassador Néstor Osorio, in his capacity as Chairman of the Economic and Social Council (ECOSOC), opened up the ECOSOC Civil Society Forum "Building Public-Private Partnerships for Education through Science, Technology and Innovation". Ambassador Osorio pointed out that Innovation is essential to our modern society and also helps to create healthy, educated or inclusive societies. He also emphasized that Innovation is at the core of the three pillars of sustainable development and the Millennium Development Goals. »

General Assembly adopted a resolution on the situation in the Syrian Arab Republic.

The General Assembly adopted draft resolution A/67/L.63, entitled "The situation in the Syrian Arab Republic," which was included in item 33 of the agenda of the 67th session: "Prevention of armed conflict" . The text was adopted as resolution A/RES/67/262 with 107 votes in favor, 12 against and 59 abstentions. Colombia voted in favor of the resolution and explained his vote. »
