Draft statement by the President of the Security Council

At the _____th meeting of the Security Council, held on __December 2002, in connection with the Council's consideration of the item entitled "The situation in the Middle East", the President of the Security Council made the following statement on behalf of the Council:

"In connection with the resolution just adopted on the renewal of the mandate of the United Nations Disengagement Observer Force, I have been authorized to make the following complementary statement on behalf of the Security Council:

'As is known, the report of the Secretary-General on the United Nations Disengagement Observer Force (S/2002/1328) states in paragraph 11: "... the situation in the Middle East is very tense and is likely to remain so, unless and until a comprehensive settlement covering all aspects of the Middle East problem can be reached". That statement of the Secretary-General reflects the view of the Security Council.'"

Wrap Up Session (Non-Paper)
December 2002

On 20 December 2002, in an open meeting, the Security Council will hold its year-end Wrap Up Session. This non-paper is intended to serve as a general guide for that session.

Objectives

The Presidency proposes that members of the Council concentrate on two areas:

First, assess the main contributions, political relevance, difficulties and dilemmas of the Security Council using examples of the work accomplished during the year 2002.

Second, identify the main dilemmas and opportunities of the Security Council for the year 2003.

Scope

This session is not an opportunity to review the particularities of a specific situation or situations. The Council reviews specific issues in great detail every month and members of the Council have plenty of opportunities during the year to present their views on these situations.

Rather the session is on the Security Council per se as it addresses those situations. In other words, the year-end Wrap-Up is not envisioned as a thematic debate but as an institutional debate that builds on experiences of the year 2002 and projects its priorities for the year 2003.

Participation of Members of the Security Council

The meeting is an important opportunity for the outgoing non-permanent members of the Council (Ireland, Mauritius, Norway, Singapore, and Colombia) to present their final views according to the objectives stated before. Other members may also find it useful to present perspectives as they plan for their participation next year.

Statements of the members of the Security Council are expected to be brief (no more that 10 minutes), frank, focused and pointed, preferably, on those issues outlined in this paper. As President of the Council, Colombia does not believe that this meeting is an opportunity to reiterate national positions on substantive items of the agenda of the year or the month.

Format and Duration of the Meeting

The year-end Wrap-Up Session will be an open meeting. The session will begin with statements by the representatives of the out-going non-permanent members of the Security Council followed by statements of the representatives of other members of the Council. The order of both groups will be done by secret ballots.
