Dear Political Coordinators,

The special event at the Council of the Americas on Two Years in the Security Council: How Did We Perform? this morning was very successful. We devoted most of the session to the issue of "mandates", and some time to the questions related to the SRSG's. Strong presentations from Ambassadors Mahbubani and Koonjul, and suggestive and interesting comments from Ambassadors Ryan and Kolby provided the setting for a candid exchange of views. We did not have time to cover the broader issue of terrorism but Ambassadors Greenstock and Valdivieso announced that they will find a way to facilitate that very much needed discussion. We will prepare a report and hope to have ready for distribution by Friday 20 December (it would fit nicely into the Wrap Up Session). I am sure your Ambassadors briefed you on some of the details but I am at your disposal for any questions you may have on this meeting.

No changes have been introduced to the program of work for the month (attached anyway).

On our business for tomorrow December 12:

1. UNMIBH/UNMOP Our Balkans expert has been asked from some of your experts on the format of tomorrow's open meetings. Let me just go through it again. UNMIBH: The Secretary General will make a statement (he will also talk about UNMOP, because he cannot stay for the second meeting); Mr. Klein will brief the SC; the members of the Presidency of BiH speak; the President reads the PRST. No statements by members of the SC. UNMOP: Mr. Guehenno will brief the SC; the President will read the PRST. No statements by members of the SC. Both Presidential Statements will be cleared by Council members in consultations at 10 am.

2. Somalia In consultations at 10 am, we will also clear by Council members the Presidential Statement that has been coordinated by Norway. If there is sufficient time, its adoption would follow the UNMIBH/UNMOP open meetings, or else we would schedule it for the afternoon.

3. Burundi In the afternoon, we will hear from SRSG Dinka. We understand that a draft PRST on Burundi may be circulated tomorrow for our consideration. This may be very useful since we were informed from the South African Permanent Representative that the parties will meet over the weekend in South Africa.

4. Mombasa Resolution The US has circulated a draft resolution earlier this afternoon that has been discussed at the expert level. We have consulted with them and the matter may be taken up during consultations in the afternoon.

Other relevant information that you should consider:

1. Liberia Mexico has informed us that the negotiations on the draft PRST on Liberia will probably conclude tomorrow. The SC could include Liberia on Friday morning's consultations to consider this text and to proceed with its adoption the same day.
