Dear Political Coordinators,

I am confident you enjoyed your weekend. I am sure the same enthusiasm will prevail for the week. Let me move to the announcements:

For our business tomorrow December 17 2002:

1. UNDOF Tomorrow morning will begin with a 10:30 am meeting with the TCCs followed by informal consultations. The Presidency will introduce the draft resolution in all languages with the renewal of the mandate, as well as the draft PRST that is also customary. For your reference, attached please find the draft text in English of both documents.

2. CYPRUS On this matter, I just want to confirm that Special Advisor De Soto will come to brief the Council after the UNDOF discussion.

3. ICTR/ICTY Tomorrow at 9 am in the NAM caucus room, I will be chairing an informal exchange of Legal Experts on the draft PRST on ICTR/ICTY ( a separate citation was circulated). The Presidency hopes to bring this matter to a conclusion during that exchange.

For our business the day after tomorrow on Wednesday December 18:

1. Guinea-Bissau The report will be issued as document S/2002/1367 and will make the "boxes" at 6 am tomorrow (I do not know exactly where the "boxes" are but I am sure there is someone in each of our Missions who does know). We will schedule the consideration of this report on morning of Wednesday December 18 in informal consultations immediately after Ambassador Voronsov's report.

2. Cote D'Ivoire The Secretariat (ASG Kalomoh) has approached the Presidency and has requested that we schedule, under "other matters", an update of the situation in Cote D'Ivoire. The briefing will take place during the informal consultations of Wednesday December 18 immediately after we finish our business of Guinea Bissau. Hopefully the morning will be sufficient to go through the business of the morning. However, if there may be a need to move part of the agenda into the afternoon. We will play it "by the ear".

3. Chairperson's Reports This open meeting should not take more than an hour. The format is very simple and will only include statements by the Chairs of the 661, 864, 1267, and 1343 Sanctions Committees, as well as the Chairs of the WG on Africa and the WG on PKO. They will take the floor in this order. No statements from other members of the Council are expected. For your information, the formal name of the meeting will be "Briefings by the Chairmen of the Security Council Committee established by resolution 661 (1990) concerning the situation between Iraq and Kuwait, the Security Council Committee established pursuant to resolution 864 (1993) concerning the situation in Angola, the Security Council Committee established pursuant to resolution 1267 (1999) concerning Afghanistan, the Security Council Committee established in pursuance of resolution 1373 (2001), the ad hoc Working Group on conflict Prevention and Resolution in Africa, and the Working Group of the Security Council on United Nations Peacekeeping Operations". Long but clear.

For our business thereafter...

Two minor but important matters. First, on the Wrap Up. Many expectations on this subject as you may imagine. As previously announced, we have prepared a non paper that should guide the discussion on Friday December 20 that you will find attached.

Second, on the Special Event at the Council of the Americas that was held on December 11. We have almost finalized the report of the meeting in coordination with the IPA reflecting the Ambassador's discussion. Our expectation is that we may have it ready for distribution tomorrow in English to the 15 plus 5, and will try to have in all languages by Friday (it may have useful information for the Wrap Up Session).
