Dear Political Coordinators:
We are gradually approaching the end of the week. Some information regarding the following days. With respect to our business tomorrow Thursday 19 December
1. Iraq We will begin the day with informal consultations at 10:30 am on Iraq. As is well known, Mr. Blix from UNMOVIC and Mr. ElBaradei from the International Atomic Energy Agency will brief the members of the Council.
2. Kosovo, FRY In the afternoon, beginning at 3 pm, we will return to consultations to consider the situation in Kosovo, FRY and to discuss the natural follow up of the Missions report. In this regard, the Presidency has consulted the matter with Norway, and intends to propose to members of the Council a three step approach.
First step: an open briefing immediately after consultations to listen to Ambassador Kolbys report of the Mission. This, we believe, is the appropriate procedure to make the report public to non-members of the Council. In this briefing the only speaker would be Ambassador Kolby in his capacity as leader of the Mission.
Second step: an open meeting early in January 2003, during the French Presidency to obtain an update of the situation from the Secretariat (DPKO), and to give members and non-members an opportunity to share their views on the Missions report and the Secretariats up-date.
The final step: a possible outcome based on the previous two steps.
3. Draft resolution presented by the Arab Group Syria has asked me to inform members of the Council that there will be an expert meeting to continue negotiations on the draft resolution presented by the Arab Group tomorrow at 3 pm in the NAM Caucus.
With respect to our business for the rest of the week
Two issues. One, the Wrap Up. During todays afternoon consultations, we made available to members of the Council extra copies in all languages of the non-paper prepared by Colombia to guide the year-end Wrap Up. We trust the format and content of that meeting is sufficiently explained in the non-paper. Two, Cote DIvoire. There is a slight possibility that informal consultations may be held in the afternoon of Friday 20 January to consider the latest developments in Cote DIvoire. We will be in close contact with the DPA and members of the Council and will communicate immediately any relevant information.
